I suspect and have experienced in higher ed that some colleges still have Web shops that are staffed by one or two full-time people with a crew of student workers at best. These people keep the LAMP lit and add/revise content.
If a college Web shop is fortunate enough to have 2-3 full time people, where does the Web strategist fit? Is s/he also the Webmaster/primary developer? A content editor? (Depends on the skills of an individual, I suppose.)
Does everything run through the Web strategist? Facebook pages and groups? Twitter accounts? Etc.
The challenge is balancing institutional control with nimbleness and innovation.
I think you hit the nail on the head with your last sentence, Rob.
I think it probably depends on the skills of the person that determines who the strategist is and it probably depends on the institution too.
